It is reasonable to expect that some sightings will remain unresolved simply because the available evidence is incomplete. That does not mean that the explanation must involve extraterrestrial technology.
An unidentified object could potentially be an unusual aircraft, experimental technology, atmospheric phenomenon or something else that has not yet been recognised.
What matters is whether evidence can eventually be obtained that allows the mystery to be tested.
